Our academy staff is comprised of experts in the field of law enforcement and security operations utilizing active police and prior law enforcement officers and security operations directors with over 100 years of combined law enforcement and security experience.
Good training can reduce use of force incidents, and liability concerns, and improve officer safety. Poor training can result in serious injury to the officer, and the suspect, and criminal and civil penalties.

Evan Avnet
Director

Mr. Avnet has 15 years prior law enforcement experience, including working at the U.S. Dept of State, the Salisbury City Police Department and the Wicomico County Sheriff's Office, assigned at both departments to road patrol. Mr. Avnet also has 25 years in the security field and has owned two successful security agencies. He is SWAT certified, a certified protective detail specialist and certified to run a protective detail, along with many other accomplishments in the law enforcement field. Mr. Avnet is certified to teach MPCTC courses for security and special police officer,s as well as a certified instructor for defensive tactics, pepper spray, handgun, certified NRA instructor, baton, handcuffing, and JPX.
Robert Smith

Chief Robert Smith has been in the law enforcement field for 21 years and is currently serving as the acting Chief of Police at a Maryland Police Department. Chief Smith is a certified MPCTC instructor for Maryland Police Officers, Special Police, and Security Officers.
Andrea Lewis
Instructor

Sgt. Andrea Lewis is currently a patrol officer and prior K-9 handler with a local Maryland police department. Sgt. lewis is a certified MPCTC instructor for Maryland police officers, special police, and security officers.
Rondell Redding
Instructor
Sgt. Rondell Redding brings 15 years of dedicated law enforcement experience to our team, serving as a proactive first-line supervisor since 2015. Known for leading with integrity, loyalty, and professionalism, he maintains a firm yet fair approach to management. Sgt. Redding is committed to continuous growth, holding certifications from Understanding Core Characteristics (2017), Firearms Instructor School (2017), Basic Instructor School (2018), Simunition Instructor training (2023), K9 Patrol/Narcotic Handler Trainer (2019), Patrol Supervising School (2019), and Traffic Safety Specialist I (2021).
With exceptional communication, interpersonal, and instructional skills, Sgt. Redding excels at mentoring officers and upholding the highest standards of performance. His leadership strengthens our department’s mission to serve and protect the community with excellence.
